After a lengthy 12 year process, the federal law outlining marine regulations for U.S. towing vessels, titles Subchapter M, has taken effect. Starting on July 20, 2016, owners and operators of towing vessels will have up to 6 years to meet all the requirements, with some requirements needing to be met at 2 and 4 year intervals. To get prepared to secure your marine inspection services, here’s what you need to know to ensure compliance with these new regulations.
Marine Inspection Services
Inspections Needed in First 2 Years
You’ll have two choices at the first year mark. You can either secure a Coast Guard inspection every year, or you can maintain a towing safety management system (TSMS) that must be approved by a third party inspection organization. If you choose a TSMS it must be audited by July 20, 2018.
Inspections Needed in First 4 Years
Operators of towing vessels will have 4 years to obtain a certificate of inspection for each vessel. If an owner has only one vessel, they need to obtain certification by July 20, 2020. For multi-vessel owners and operators, the following regulations must be met:
- 25% of fleet must be inspected by July 22, 2019
- 50% of fleet must be inspected by July 20, 2020
- 75% of fleet must be inspected by July 19, 2021
- 100% of vessels must be inspected by July 19, 2022
